Mr. Fergus Duncan, also known as the Small Controller, is the controller of the Arlesdale Railway.
He was appointed by the Fat Controller, the Thin Controller, and the Owner to run the line so they could get the supplies of ballast that reside in the hills on the line. He, the Thin Clergyman, and the Fat Clergyman later went on a search to find Duke and restore him.
After Rex's steampipe began leaking one day and Frank had to take his train, the Small Controller began thinking they needed another engine and so he arranged for Jock to be built.
The Small Controller is very passionate about his work, and never married. He preferred instead to devote his life to work on his railway.
